ADR Delhi Assembly Elections 2020 – Analysis of Criminal Background, Financial, Education, Gender and other Details of Candidates

The Delhi Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of all 672 candidates from 70 constituencies, who are contesting in the Delhi Assembly Elections. Out of 672 candidates analysed, 210 are from National parties, 90 are from State parties, 224 are from registered unrecognized parties and 148 candidates are contesting independently. 95 political Parties are contesting the election this year whereas in 2015 Delhi Assembly Elections 71 political parties contested the election.

Summary and Highlights

 

Criminal Background

  • Candidates with Criminal Cases: Out of 672 candidates analyzed, 133(20%) candidates have declared criminal cases against themselves. In 2015 Delhi Assembly Elections, out of 673 candidates analysed, 114(17%) had declared criminal cases against themselves.
  • Candidates with Serious Criminal Cases: 104(15%) have declared serious criminal cases against themselves. In 2015 Delhi Assembly Elections, 74 (11%) candidates had declared serious criminal cases against themselves.

  • Party wise Candidates with Criminal Cases: Among major parties, 42(60%) out of 70 candidates analysed from AAP, 26(39%) out of 67 candidates analysed from BJP, 18(27%) out of 66 candidates analysed from INC, 12 (18%) out of 66 candidates analysed from BSP and3(60%) out of 5 candidates from NCP have declared criminal cases against themselves in their affidavits.
  • Party wise Candidates with Serious Criminal Cases:  Among major parties, 36(51%) out of 70 candidates analysed from AAP, 17(25%)out of 67 candidates analysed from BJP, 13(20%) out of 66 candidates analysed from INC, 10 (15%) out of 66 candidates analysed from BSPand 2(40%) out of 5 candidates from NCP have declared serious criminal cases against themselves in their affidavits.
  • Candidates with declared cases related to crime against women: 32 candidates have declared cases related to crime against women. Out of 32 candidates 1 candidate has declared cases related to rape (IPC Section-376).

  • Candidates with declared cases related to attempt to murder: 4 candidates have declared cases related to Attempt to murder (IPC Section-307) against themselves.
  • Candidates with declared convicted cases: 20 candidates have declared convicted cases against themselves.
  • Candidates with declared cases related to Hate Speech: 8 candidates have declared cases related to hate speech.
  • Red Alert Constituency:  25(36%) out of 70 constituencies are Red alert constituencies. Red alert constituencies are those where 3 or more contesting candidates have declared criminal cases against themselves.

  • Crorepati Candidates: Out of the 672 candidates analysed, 243(36%) are crorepatis. In 2015 Delhi Assembly Elections, out of 673candidates, 230 (34%) were crorepatis.

  • Party wise Crorepati Candidates: Among major parties, 55(83%) out of 66 candidates analysed from INC, 51(73%) out of 70 candidates analysed from AAP, 47(70%) out of 67 candidates analysed from BJP, 13 (20%) out of 66 candidates analysed from BSP and 3(60%) out of 5 candidates from NCP, have declared assets worth more than Rs. 1 crore.

  • Average assets: The average of assets per candidate analysed in the Delhi Assembly Elections is Rs 4.34 Crores. In 2015 Delhi Assembly Elections, average assets per candidate for 673 candidates was Rs. 3.32 crores.

  • Party wise average assets: Among major parties, the average assets per candidate for 70 AAP candidates is Rs. 15.25 crores, 66 INCcandidates is Rs 11.68 crores, 67 BJP candidates have average assets of Rs 10.22 crores, 66 BSP candidates have average assets worth Rs 62.67 lakhs, 5 NCP candidates have average assets worth Rs 2.14 crores and 148 independent candidates have average assets worth Rs 80.90 lakhs.

    • Undeclared PAN:  A total of 13 (2%) candidates have not declared their PAN details.

Other Background Details

  • Education details of candidates: 340(51%) candidates have declared their educational qualification to be between 5th and 12th, while298(44%) candidates have declared having an educational qualification of graduate or above. 12 candidates are diploma holder and 6candidates are literate. There are 16 candidates who are Illiterate.

  • Age details of candidates: 441(66%) candidates have declared their age to be between 25 to 50 years while 212 (32%) candidates have declared their age to be between 51 to 70 years.  There are 11(2%) candidates who have declared their age to be between 71 to 80 years.  8candidates have not given their age.
  • Gender details of candidates: 79(12%) female candidates are contesting in the Delhi assembly election this year.  In 2015 Delhi Assembly Elections, 66(10%) out of 673 candidates analysed were women.
