‘Dialogue India’ Scripts History in UAE

Offering a solid platform to the Indian and the United Arab Emirates-based Higher Education Institutions, global investors and the foreign students aspiring for world-class education in India, the 5th Dialogue India Academia Conclave-2019 concluded in the world’s glittering city Dubai on May 2, 2019. Over a hundred dignitaries from the United Arab Emirates (UAE) and India extensively discussed how the Indian educational institutions can collectively act as a bridge between the needs of the industry globally and the skilled Indian workforce. Dozens of investors from Dubai discussed the investment opportunities in Indian higher education sector through the Indian institutions. A report:

In the presence of over a hundred eminent educationists, scholars, policymakers, business delegates and heads of various higher education institutions from India and United Arab Emirates (UAE), the ‘5th Dialogue India Academia Conclave-2019’ began at Hotel Taj Dubai at 10.00 am as per the UAE standard time. The well-organisedConclave, where every moment was perfectly planned and utilised, witnessed in depth discussions on various issues concerning the higher education sector of India and the UAE and felicitation of the Indian Higher Education institutions, which have excelled in their respectivestreams with their outstanding contribution. The day-long event was organised in association with the India-based Discovery Education Media & FMA Digital and Dubai-based GTC Trading Corporation. The theme of the event was “A Global Perspective of Indian and UAE Higher Education Institutions”.

The Conclave began with the National Anthems of the UAE and India. It was followed by the lightening of traditional lamp by the dignitaries including the Indian Consulate General Shri Vipul, Director General of Sharjah Chamber of Commerce Shri Abdelaziz Mohamed Shattaf and Chairman of GTC Trading Corporation Shri RK Mahato. The all India Ranking of Indian Higher Education Institutions done by ‘Dialogue India’ was released at the inaugural session.

The participation of top higher education institutions from India and the UAE in theConclave including Gulf Medical University, RAK Medical and Health SciencesUniversity, Skyline University College, BITS Pilani Dubai, Symbiosis, XLRI, SP Jain School ofGlobal Management Dubai, Hamdan Bin Mohammed Smart University, DPS Sharjah and Dubai,ICAI Dubai and GEMS Education was an opportunity for both Indian and UAE experts to share thebest practices and discuss how they can collectively strengthen the ties between both the countries and move forward with bigger goals.

In his opening remarks, Managing Director of GTCS Global Shri Rakesh Ranjan, who has been CEO and Advisor of HFZA, Government of Sharjah and also CEO of ETA InfoTech (Al GhurairGroup),underlined huge cope of cooperation between India and the UAE, which are vibrant global economies. UAE has the world’s best infrastructure, while India is the third largest global player in the field of higher education. Hence, the friendship between both the nations will contribute in peace and prosperity of the people of both the countries. He said India has made astonishing progress in the field of technology but still it needs to do more in the field of education. Hence, there is a dire need of revolution in this field so that more and more Abdul Kalams can be gifted to the world. He hoped that this Conclave would boost the cooperation between India and UAE in the field of Higher Education and also will help to find answers to the challenges that we face today in this field such as modernisation of education system, collaboration and cooperation between the institutions, faculty exchange programmes, etc.

Inaugural Session

In his welcome remarks,Shri RK Mahato, president of GTC Group of companies, who was the backbone of the entire event in Dubai, said the UAE has made a remarkable progress in every field and the visionary leadership of UAE has made education as the most important area of research and technology. It has allocated 22 per cent of its budget for education and healthcare. By the year 2022, there will be huge expansion in education sector. UAE is also a leader in the field of artificial intelligence. It is the first country in the world to form a Ministry for artificial intelligence. On the other hand, India is on the way to become Education Superpower. It is presently next to USA and China in the field of education. Now the UAE conferring its highest civilian award, Order of Zayed, to Indian PM Narendra Modi would script new chapter of friendship and cooperation between both the nations.

Speaking at the inaugural session,DrSandipSancheti, president of AIO and Vice Chancellor of SRM University of Science and Technology, said India’s GER is now 26 per cent which has witnessed almost double growth during the last seven-eight years. The growth in India with respect to number of institutions, number of faculties, number of specialistion and number of students in all streams is very fast. He said many leading Indian institutionshave opened their campuses in UAE.He said the Government of India has granted higher level of autonomy to the education institutions which are working well and there is huge potential of growth. Also, many institutions have been granted the status of Institution of Eminence and two of the institutions of eminence are present in Dubai itself. Now all the public and private institutions in India are working for quality improvement. That is why a large number of Indian students and also NRI students are coming back to India for higher studies. He also counted the benefits of National Academic Credit Bank (NACB).

In his keynote address, Shri Vipul, the Consulate General of India in UAE, said both India and UAE have focused on innovations and artificial intelligence. He stressed that Indian higher education institutions should focus on skill upgradation of the existed workforce, which will not only help them earn more but also the countries like UAE will get more trained workforce.He pointed out that India’s National Skill Development Corporation (NSDC) is in dialogue with the UAE to ensure that the certification in India is recognised in UAE also. He expressed satisfaction over the high growth in entrepreneurs in India during the last few years. He called upon the Indian institutions to branch out their expertise globally and tap the students from across the world.

Release of Dialogue India Rankings

The special edition of ‘Dialogue India’ on Ranking of Indian Higher Education institutions was released at the inaugural session by the dignitaries. After the release of the Ranking, group editor of ‘Dialogue India’ Shri Anuj Agrawal said the national ranking was started ten years back to promote the Indian institutions workin better way. He said the comprehensive ranking of private universities, private engineering colleges, private medical colleges, private deemed universities, private management colleges, private dental colleges, government autonomous institutions, pharmacy colleges, law colleges, mass communication colleges, hotel management colleges and applied/fine art colleges have been done. Starting from the ranking of north Indian institutions and then the national ranking, the Dialogue India Academia Conclave has now become a global event. He said this survey covers all popular aspects of the Indian Higher Education sector. No publication provides the clearer picture of Indian higher education sector than the ‘Dialogue India’. Other surveys do rankings among the participating institutions only, whereas the ‘Dialogue India’ has done a comprehensive ranking of all the institutions. He said it is because of the changes introduced in the primary education, the higher education institutions now get good stuff. He said the transparency in admissions will further improve quality. He stressed on large scale utilisation of the infrastructure available in India. He said the objective of the day-long event is to discuss how the Indian and UAE institutions can work together.

First Panel Discussion

The Conclave witnessed three-panel discussions. The first discussion, moderated by MD and Co-founder of Edu Alliance Ltd and former Vice Chancellor of Higher College of Technology, UAE,DrSenthil Nathan, discussed “How Education can be a Linkfor Strengthening India and UAE Partnership”. It was joined by retired IAS Dr Kamal Taori, Director of BITS Pilani, UAE, Dr RN Saha, Vice Chancellor of Academics and Dean, College of Medicine, Gulf Medical University Dr Manda Venkatramana, president of RAK Medical and Health Sciences University Dr S Gurumadhva Rao and Chairman of ASM Group of Institutions(Pune) Dr Sandeep Pachpande.

Initiating the discussion,DrSenthil Nathan said India is one of the strongest trade partners of the UAE and for India UAE is the second largest trade partner just next to the United States. So, we know the size of the UAE and India. But as far as education is concerned, both the UAE and India have much to share and this sector has huge potential. The world class infrastructure of India in education sector offers the opportunities for foreign students to receive world class education on low cost. The number of Indian students coming to UAE and the UAE students going to India for education is also very high.

Dr S Gurumadhava Rao stressed on collaborating on research between India and UAE. This collaboration will help both the nations. He also stressed on recognising and equalising the degrees awarded to Indian students in UAE.He said the Indian institutions should attract more students from abroad as Indian institutions now really offer world class education with world class infrastructure.

Dr Sandeep Pachpandesaid there is a major shift in the mindset of youth today, as many of the youth who leave India in search of jobs are opting for entrepreneurship. Emphasising on quality education he said the students coming to India for education from other countries should be exposed to Indian culture and values.

Dr Kamal Taori stressed on deciding the objective in policy —education for what, governance for what, etc. He said ultimate aim of all the policies is happiness of the world or happiness of the people around us. For it, we need peace, jobs and environment-friendly work. We also need to have clarity in our objectives. He said the higher education should be to skill people for meeting the higher challenges of the time. We also need to redefine all the systems whether governance, caste, religions. He said after the day-long deliberations a Dubai Declaration should come out giving new direction to not only the relations between both the countries but also to the higher education sector. He called upon all the participants to work on marketing the unmarketed, utilise the talent of women up to village level and collectively convert knowledge into action.

Dr RN Saha said the partnership in various fields between India and the UAE is beneficial for both the nations. Today what is needed more is to work on research and innovation. Every country in the world that has grown is basically on the strength of research and innovation. Referring to the Indian young talent, he said all the global institutions are turning to India in search of talent. He also stressed on strengthening bilateral ties between India and the UAE.

Dr Manda Venkatramana said the Medical Council of India has totally revamped the medical education in India and now it is competency-based as well as on the international standards. This took 21 years to change. But the reforms introduced now will benefit the medical students a lot and we will be able to produce very good doctors for the entire world in the days to come. He said the National Academic Credit Bank may prove to be a good solution to many problems in the field of education.

Special Presentations

Sharing his views on the occasion, Director General of Sharjah Chamber of Commerce MrAbdelaziz Mohamed Shattaf hoped that the Dialogue India Academia Conclave would help UAE getting quality skilled workforce. “I am keen to see what you discuss in the day-long Conclave and share the outcome with us too. Discussion is very important to move forward and both India and UAE have much to share with each other. I hope this Conclave would prove to be a milestone in strengthening partnership between both the countries in different sectors,” he added.

After the first panel discussion,Shri Rakesh Ranjan, MD of Global Technologies &Consultancies Services (GTCS) Global gave a detailed presentation what both India and UAE can do together. He said major healthcare players in the UAE are from India. In education sector also many Indian big players have already set up their campuses here. In this Conclave also we have representation of 21 universities from UAE itself and this includes major players like Bits Pilani. In his special presentation on GTCS Global he said the company acts as a facilitator between the companies and people who come to UAE from various parts of the world to collaborate with various agencies and groups and helps them to spread their wings. Consultancy is available for the education and health sectors also.

Presentation on Innovation &Entrepreneurial Mindset

Director Branding with ICFAI Group Shri Sudhakar Rao delivered a special talk on “Innovation, Technology & Entrepreneurial Mindset: The Changing Landscape of Indian Higher Education”. He said innovation helps us resolve our day-today and long term problems. But we need to inculcate the vision among the students to think out of the box both in the classroom and outside. Innovation will foster if we change our evaluation method. If a problem is solved differently it should be given due respect and the students should be promoted to ask questions. Apart from it we also need to encourage the learners of different age groups to use technology.

Special Presentation on Skill Development

In his special presentation on skill development, Prof. Achintya Choudhury, Registrar of Bharatiya Skill Development University, Jaipur, said skill development and skill upgradation enhance the efficiency and competency of an individual and ultimately makes the output better. There should be regular exercise for skill upgradation as new challenges continue to emerge and they require solution. This is a fact that employability is missing from our present education system and it is a challenge before all how to improve the employability of our products. It is good that India has focused hugely on skill development for the last a few years and now it is a buzzword in the country. Bharatiya Skill Development University has been formed to exclusively promote skill development. The institutions working on skill development should ensure that the students are ensured practice on the best machines. As a result, the number of ‘job givers’is now continuously on the rise in India. Because of this qualitative development, India is at amutual level to either offer services to any institution or to seek services of any global institution.We can now hire the globally-skilled faculty or our students can join the global institutions underglobal tie-ups. Till 2014, the objective of most of our foreign tie-ups was to mainly borrowtechnology, but now we are in the position to offer a matrix for the global experts to share theirexpertise with our students.Till several years back, a large number of Indian students went abroad for higher education. DrManpreet Singh Manna said Indian Institutions do not need any recognition from the foreign agencies because we are ourselves a rank and benchmark. India is the only country in the world where education is imparted in 22 languages. The global agencies of UK, US and China have their own parameters of ranking and their parameters cannot compete with India’s already higher parameters. India has developed its own ranking and grading framework (National Institutional Ranking Framework) and that is far better than any foreign framework. We have also developed Institutional Innovation Ranking Framework. There may be difference in our foreign infrastructure, but we are not inferior than those countries in shaping the talent. This is the reason the foreign agencies may not rank out institutions but the Indian youth are the preferred human resource globally. However, we need to work more on innovations and research.

Major General (retd) Dilawar Singh said sports is the future industry and in coming several years it will attract huge investment because it is the sector whose potential is still untapped. In India, about 95 per cent of the potential in this sector is untapped. In coming one decade the sports industry will grow to 50-75 billion dollars globally and the growth with bethe fastest and largest. Sports is the sector, which can offer at least 20 lakh jobs in India every year. There are about 22 verticals in sports on which we can work in coming days.

Dr Sanjay Choradiya focused on promotion of innovations and the mindset of thinking out of the box. He said during the last five years huge work has been done on innovation and today we can say that India is the land of ideas. That is why there is reverse flow of brain drain and many youth are starting new ventures after coming back. But at the same time we need to promote idea generation at the school level when the mind is fresh and the students can be motivated to think out of the box and ask questions.

DrSenthil Nathan said India has many genius brains, but many kids and children still do not get opportunity to go to school. If the NRIs start contributing in the projects which focus on primary and secondary education, many new brains will start blossoming and the Indian higher education institutions will also get better stuff. We need to promote among our students to think about the ideas of solving day today problems with a difference. If this mindset is promotedright from the school days, we can have better innovators at the college level.

DrSendilkumar said Indian medical institutions offer good academic environment and infrastructure for the foreign students and they have produced some highly qualified doctors. There is huge scope for foreign students in India as during last several years there is huge change from policy level to the institution level in India. There are some more policy related issues which need to be addressed by the government with the governments of other countries.

DrRavi K. Goyal said the Government of India has paid special attention to skill development and the skill of about one crore people is sharpened in the country every year. Surely more efforts are required to develop qualitative workforce at institutional level. That is why now some skill development universities have come up. In Bharatiya Skill Development University, Jaipur, sincere efforts are being made to produce qualitative workforce on global standards. More than 60 per cent of the time at BSDU by students is spent on machines. That is why the youth trained by BSDU have got astonishing offers from across the world.

Address of FICCI Director General DilipChenoy

After the conclusion of the second penal discussion, Director General of FICCI Shri DilipChenoy felicitated the panelists. Speaking on the occasion he said: I have been coming to UAE for many years. Initially, there were very few schools run by the Indian groups. The primary focus of UAE and Indian collaboration was at the worker and vocational level. Mostly ITI trained people were coming to UAE. Many of them were from Kerala. Gradually, more Indian groups started schools here. But today multiple groups have set up their campuses in UAE for primary, secondary and professional education. Many known people in Dubai are today from the education sector. Vipulji and I were together at Abudhabi Dialogue day before yesterday. Now data network will be increased and skills gap analysis will be done in 15 job growers including construction and auto sectors.Also it has been decided that the skilled and certified persons from India who wish to come to UAE to work the visa fees will be reduced for them. Many other issues are also to be addressed in coming days. The dialogue that has been started by ‘Dialogue India’ should continue. It is very important. I wish all the best to this effort.

The day-long event witnessed a special discussion by Sahaj Agrawal with India’s wonder boy Aditya Pachpandewho at the age of 12 wondered many globally through his extraordinary talent. Aditya is the youngest student to complete the Summer Business Encoding Academy and he has also created Gen Next Innovation Lab which will be a platform for youngsters to develop and nurture the ideas for better world. He was also ono of the youngest speakers at the 5th ET Business Global Summit. Aditya discussed how he started thinking out of the box and how he got exposer world over. He said Innovation Lab is his dream project where he wishes to promote idea generation among children.

Third Panel Discussion

The third penal discussion on the topic “How Education Collaboration between India and UAE can be Leveraged for Innovation, Incubation &Entrepreneurship” was moderated by Director of Discovery Education Media Shri Siddharth Jain. It was joined by Principal and Director of Delhi Private School (Dubai) SmtRashimiNandkeoyalar, director of Counselling Point Training & Development MsReema Menon Vellat, chairman and MD of Raj Group of Companies, (UAE) Dr Mustafa TaherallSasa, head of Academics, Skyline University College, UAE, Dr Deepak Kalra, Director of Talent2Search Shri VijaykrishnanaPalakkat and president of Employers Association of Rajasthan Shri Narendra Kumar Jain.

Initiating the discussion, Shri Siddharth Jain said innovation is direly needed to address the changing needs and challenges of the globalcommunities. Clicking a new idea is one thing, but materialising that idea into reality is thesignificant task. Hence, we have to motivate the young minds to conceive out of the box ideasand at the same time we need the entrepreneurs and investors to work on those ideas. Since Indiaand UAE are at an equal level of world-class infrastructure, both the nations can work together toenter into new collaborations for innovation and research. How these collaborations can be promoted through education needs serious attention. He said the challenge is not about the quality of education but there is also need to equalize the degrees.

MsReema Menon Vellat stressed on collaborations on different levels for innovations. She said she is also a visiting counsellor to Bits Pilani where she sees a lot of collaborations between the UAE campus, Dubai campus, Goa Campus and other campuses. As a result, the students from one campus visit other campuses to understand the experiments and research done there. It is true that we in India need to revamp some of our systems, but our country has achieved a lot and it is now on the right track in the field of research and innovations.

Shri VijaykrishnanaPalakkat said creating centres of excellence is a good idea to promote research and innovation. The leading global companies can create such centres of excellence and engage the young talent in innovation. Today funds and space are no more challenge for creating such centres. They can search talent from the Engineering and Management students. They can also bring students from the global institutions. They may create a nice eco-system where all the deserving students from world over can be trained as per the international standards.

Dr Mustafa TaherallSasa opined that some corrections are required in the education system to promote innovations and out of box thinking. The universities, particularly in India, need to upgrade their system as per the international standards and needs and prepare the human resources by providing them world class exposer. The Indian Institutions should run the courses, which are internationally recognised by passing which the students can work anywhere in the world. Otherwise, in many countries the professionals even after qualifying from the Indian institutions have to pass the exams in those countries to work.

Dr Deepak Kalra raised an important issue related to cultural exchange. He said India thinks about UAE from the perspective of Middle East or Suadi Vision. But UAE is totally different. Hence, knowledge has to take place in Indian policy making. Only then the community cultural will take place.

Shri Narendra Kumar Jain said the day we understand that education is the driving factor of economy, we would witness a drastic change. This mindset will change when we introduce change from the roots. There are many grassroots innovators in our villages we need to discover the talent from those areas and sharpen that. These efforts would draw astonishing results if there is collaboration between the developed and developing countries for it. The fast we do such collaboration the quick we will get results. The organisation of this discussion in Dubai by Dialogue India is a good beginning in this regard. We definitely need to market the unmarketed.

SmtRashimiNandkeoyalar said we all have lot of opportunities in Dubai for innovations and entrepreneurship. In Dubai, it is a science and there is dedicated budget for it, but in India we are still stuck in the ‘jugad’ mindset. We have excellent teachers in India, but when I see the school system in Dubai I find that we can teach better here. We need to fill the gap in India through technology.

Closing Remarks by Shri RK Mahato

In his closing remarks at the valedictory session,Shri RK Mahato said the Conclave provided answers to many questions confronting the Indian higher education sector and the Indian diaspora. He compared the Conclave with the Kumbh concluded in March 2019 at Prayagrajin India, because it connected the top scholars and top professionals of Indian origin in Dubai with the scholars from our original country India. It is a historic development for Dubai. Today the world has high expectations from India. Now no power on the earth can stop India becoming a super power. The ‘Dialogue India’ will achieve high respect in the education system of Dubai also in the days to come.This Conclave will be a milestone in the grobal expansion of ‘Dialogue India’ brand. He expressed thanks to all the guests and delegates who joined the Conclave from India and Dubai. Shri Rahul Jain from FMA Digital also expressed special thanks to Shri RK Mahato and Shri Rakesh Ranjan for making wonderful arrangements for the Conclave.

The day-long Conclave concluded with the National Anthem of UAE and India. After the Conclave the Indian and UAE delegates collective enjoyed the Cruise Ride at Marina Beach.
