It refers to press-release issued on 05.07.2017 by office of West Bengal governor justifying stand of state-Governor on allegations made by state Chief Minister Mamta Banerjee on the Governor on his alleged biased role and talking to her allegedly in some threatening tone.
Official press-release by office of the Governor in itself is a virtual recommendation for imposing President Rule in the state because of the state-government mishandling situation in areas hit by communal violence. Second point in favour of President Rule in the state is a biased role of the state-government towards a particular section of society, some of such steps at times having even been struck down by the courts. Thirdly it was against constitutional norms that state Chief Minister publicly referred to her conversation with state-Governor that too in an improper manner without revealing actual wordings to which the Chief Minister had objections to the extent that she even thought of resigning from the post.
In case central government avoids imposing President Rule in the state in fear of allegations of political vendetta, then someone has option to approach the courts to avoid spread of communal violence, loss to life and property because of mishandling of situation by state-government.
