New Delhi: Witnessing thought provoking discussions and hosting a platform to the Indian Higher Education Institutions, business groups, various academic experts and decision makers for speaking their mind,the 6th Dialogue India Academia Conclave and the 8th Dialogue India International Academia Award Function – 2022 held in national capital New Delhi on 6 August, 2022 at the Shangri-la Hotel. At the start of the event, Anuj Agarwal, Editor, Dialogue India & Siddharth Jain, Advisor, Dialogue India welcomed all eminent guests and participants. Mr Agarwal stated that our higher education and research have to evolve with changing realities. He cited examples of Covid-19 pandemic and global warming. He emphasized that Covid-19 pandemic has not only affected human lives, but even changed the way of delivery of services. The covid-19 pandemic had transformed the entire education ecosystem worldwide by introducing and strengthening virtual classrooms & online education. Now education is available online that too at considerably lower cost than traditional brick and mortar education institutions. Hence it is the need of the hour for traditional institutions facing the challenge of online education mediums to innovate so that these stay relevant and competitive. He further said that global warming is now a worldwide phenomenon. Moderately high temperatures at hill stations and scorching sun in European countries have become the ‘new normal’. Now we have to adjust ourselves with this ‘new normal’. It is both a challenge and opportunity for our agriculture higher education. These have to invent new agriculture practices and seeds that may cope with this drastic change. He also explained the ranking criteria of education institutes.
In his keynote address, Shri Ashwini Kumar Choubey, Minister of State, Consumer Affairs, Food and Public Distribution and Environment, Forest and Climate Change equated New Education Policy with Samudra Manthan. He said that our ancient education system was comprehensive and inclusive. He cited Maitreyi, Gargi, Gosha and Lopamudra to illustrate participation of women in our ancient education system. Shri Choubey expressed hope that India would be a world leader & global hub of education through New Education Policy. He also advocated a climate-friendly lifestyle so that global warming and resultant destruction may be averted. He appreciated Dialogue India for its endeavours to promote quality in higher education and quantify assessment of quality.<p/>
At this occasion, Gen.(Retd) VijayKumar Singh, Minister of State, Road Transport and Highways & Civil Aviation expressed his views on New Education Policy while addressing the audience. He said that our current education system doesn’t provide required skills to students. Hence our students lack employability. Emphasizing the goal of skill-based education as the key driving principle of New Education Policy, Shri Singh expressed the hope that the new policy would inspire innovative and critical thinking. He also said that improvement in the education sector would be reflected in our economy as a skilled workforce would be able to make our manufacturing and service industry competitive and sustainable.
Three different panel discussions were organized as part of this event. First panel discussion on “SWOT Analysis of Indian Higher Education” was moderated by Amit Tyagi, Senior Journalist & Executive Editor, Dialogue India Group. The discussion was joined by Smt.Nutan Sharma, Ex. Chief Commissioner, Income tax; Guru Pawan Sinha; Shri Kunal Gupta, Founder & MD, Mount Talent, Smt. Shobhana Narayan, Kathak Dancer& Siddharth Jain, Secretary General at Flare, Advisor EPSI. It was argued in discussion that India has potential to be world leader in education, however our government needs to support both private and public education institutions. Second panel discussion on “NEP 2020 Implementation: Challenges and Way Forward” was moderated by Prof Pramod Saini, IIMC. It has participation of Lt Gen (Retd) Vishnu Kant Chaturvedi, Shri Shaswat Sharma, CEO, Nova Events; Yogesh Andley, Management & IT Guru (IIT & MIT); Prof. V.K. Shrotriya, Department of Commerce, University of Delhi and Dr Manish Gaur, Pro Vice Chancellor of AKTU & Professor in Computer Science Institutes of Engineering and Technology Lucknow. It was expressed that providing financial support for skilling of students and training teachers would be a major challenge in implementation of New Education Policy. It was suggested that the government should also involve private institutes in decision making.Third panel discussion on “India- The Global Destination for Higher Education” was moderated by Shri Omkareshwar Pandey, Senior Journalist & Former Group Editor Rashtriya Sahara. It was joined by Dr Kumar Krishan, CTO, NASA, USA; Shri NavratanAggarwal,Chairman, Bikaner Aggarwal, Shri Niraj Kumar, Director, GOI; Dr Urvashi Makkar, Director, IMS Ghaziabad and Prof (Dr.) Parsanjeet Kumar, VC, NIU. It was argued that India at present is a net importer of education services. If we want to reverse this trend then the country needs to invest in infrastructure, labs, libraries and training of human resources. India needs to constantly work towards making our higher education system more streamlined and efficient, so that more foreign students may be attracted towards India so that we may become a net exporter of education service. Presently we are attracting students mainly from our neighbour countries, We have to diversify our source countries. We need to evolve as a global destination of learning.

कार्यक्रम की शुरुआत में डायलॉग इंडिया के संपादक अनुज अग्रवाल और डायलॉग इंडिया के सलाहकार सिद्धार्थ जैन ने सभी प्रतिष्ठित अतिथियों और प्रतिभागियों का स्वागत किया। श्री अग्रवाल ने कहा कि हमारी उच्च शिक्षा और शोध को बदलती वास्तविकताओं के अनुसार ढलना होगा। उन्होंने कोविड-19 महामारी और वैश्विक गर्मी के उदाहरणों का हवाला दिया। उन्होंने बल देकर कहा कि कोविड-19 महामारी से मानवीय जिंदगियां ही प्रभावित नहीं हुई हैं बल्कि ग्राहकों तक सेवाएं पहुंचाने का तरीका भी बदल गया है। कोविड-19 महामारी ने वर्चुअल क्लासरूम और ऑनलाइन शिक्षा की शुरुआत करके और इसे मजबूती देकर विश्व भर में समग्र शिक्षा इकोसिस्टम को बदल दिया है। अब शिक्षा ऑनलाइन उपलब्ध है और इसकी लागत भी परंपरागत शिक्षा संस्थानों की तुलना में काफी कम है। इसलिए ऑनलाइन शिक्षा माध्यमों की चुनौती का सामना करने वाले पारंपरिक संस्थानों के लिए यह बेहद जरूरी है कि वे प्रासंगिक और प्रतिस्पर्धी बनें। उन्होंने आगे कहा कि वैश्विक गर्मी अब विश्वव्यापी समस्या है। पहाड़ों पर सामान्य से अधिक तापमान और यूरोपीय देशों में चिलचिलाती धूप अब ‘न्यू नॉर्मल’ है। अब हमें इस ‘न्यू नॉर्मल’ से स्वयं को समायोजित करना होगा। इस समायोजन में हमारे कृषि उच्च शिक्षा संस्थानों के लिए चुनौती और अवसर दोनों निहित है। इन्हें ऐसी नए कृषि तौर-तरीकों और बीजों का आविष्कार करना होगा जो इस तीव्र परिवर्तन का सामना कर सकें। उन्होंने शिक्षण संस्थानों के रैंकिंग मानदंडों के बारे में भी बताया।
इस अवसर पर अपने भाषण में उपभोक्ता मामले,खाद्य एवं सार्वजनिक वितरण और पर्यावरण, वन एवं जलवायु परिवर्तन राज्य मंत्री श्री अश्विनी कुमार चौबे ने नई शिक्षा नीति को समुद्र मंथन से जोड़ा। उन्होंने कहा कि हमारी प्राचीन शिक्षा प्रणाली व्यापक और समावेशी थी। उन्होंने हमारी प्राचीन शिक्षा प्रणाली में स्त्रियों की भागीदारी स्पष्ट करने के लिए मैत्रेयी,गार्गी, घोष और लोपामुद्रा का उदाहरण दिया। श्री चौबे ने आशा व्यक्त की कि नई शिक्षा नीति के माध्यम से भारत विश्व में अग्रणी और शिक्षा का वैश्विक केंद्र बनेगा। उन्होंने जलवायु अनुकूल जीवन शैली की भी वकालत की ताकि वैश्विक गर्मी और इसके परिणामस्वरूप होने वाले विनाश से बचा जा सके। उन्होंने उच्च शिक्षा में गुणवत्ता को बढ़ावा देने और गुणवत्ता आकलन को प्रमाणित करने के प्रयासों के लिए डायलॉग इंडिया की सराहना की।
सड़क परिवहन एवं राजमार्ग और नागरिक उड्डयन राज्य मंत्री जनरल (सेवानिवृत्त) विजय कुमार सिंह ने श्रोताओं को संबोधित करते हुए नई शिक्षा नीति पर अपने विचार व्यक्त किए। उन्होंने कहा कि हमारी वर्तमान शिक्षा प्रणाली छात्रों को अपेक्षित कौशल प्रदान नहीं करती है। इसलिए हमारे छात्रों में रोजगार योग्यता का अभाव रहता है। नई शिक्षा नीति के प्रमुख प्रेरक सिद्धांत के रूप में कौशल आधारित शिक्षा के लक्ष्य पर बल देते हुए उन्होंने आशा व्यक्त की कि नई नीति नवीन और आलोचनात्मक चिंतन को प्रेरित करेगी। उन्होंने यह भी कहा कि शिक्षा क्षेत्र में सुधार से हमारी अर्थव्यवस्था को भी मजबूती मिलेगी क्योंकि कुशल कार्मिक हमारे विनिर्माण और सेवा उद्योग को प्रतिस्पर्धी और टिकाऊ बनाने में सक्षम होंगे।
इस कार्यक्रम के तहत तीन अलग-अलग पैनल चर्चा आयोजित की गईं। “भारतीय उच्च शिक्षा की मजबूतियों, कमजोरियों, अवसरों एवं खतरों(SWOT) का विश्लेषण” पर पहली पैनल चर्चा का संचालन डायलॉग इंडिया समूह के वरिष्ठ पत्रकार और कार्यकारी संपादक अमित त्यागी द्वारा किया गया। इस चर्चा में श्रीमती नूतन शर्मा, पूर्व मुख्य आयुक्त, आयकर;गुरु पवन सिन्हा;श्री कुणाल गुप्ता, संस्थापक एवं प्रबंध निदेशक,माउंट टैलेंट;श्रीमती शोभना नारायण, कथक नृत्यांगना और श्री सिद्धार्थ जैन,फ्लेयर महासचिव,ईपीएसआइ के सलाहकार ने भाग लिया। चर्चा में यह तर्क दिया गया कि भारत में शिक्षा के क्षेत्र में विश्व में अग्रणी होने की क्षमता है हालांकि इसके लिए यह जरूरी है कि हमारी सरकार निजी और सार्वजनिक शिक्षा संस्थानों दोनों को सहयोग प्रदान करे। “नई शिक्षा नीति2020 कार्यान्वयन: चुनौतियां और आगे का रास्ता” पर दूसरी पैनल चर्चा का संचालन प्रोफेसर प्रमोद सैनी,आईआईएमसी द्वारा किया गया था। इसमें लेफ्टिनेंट जनरल (सेवानिवृत्त) विष्णु कांत चतुर्वेदी;श्री शाश्वत शर्मा,सीईओ, नोवाइवेंट्स;योगेश एंडली,प्रबंधन और आईटी गुरु (आईआईटी और एमआईटी); प्रो. वी.के. श्रोत्रिय,वाणिज्य विभाग, दिल्ली विश्वविद्यालय और डॉ मनीष गौड़, एकेटीयू प्रो वाइस चांसलर ने भाग लिया। चर्चा में कहा गया कि नई शिक्षा नीति के कार्यान्वयन के दौरान छात्रों को कौशल प्रदान करने के लिए वित्त व्यवस्था करना और शिक्षकों को प्रशिक्षित करना एक बड़ी चुनौती होगी। यह सुझाव दिया गया कि सरकार को निर्णय प्रक्रिया में निजी संस्थानों को भी शामिल करना चाहिए। श्री ओंकारेश्वर पांडे, वरिष्ठ पत्रकार और पूर्व समूह संपादक राष्ट्रीय सहारा द्वारा “भारत- उच्च शिक्षा की वैश्विक मंजिल” पर तीसरी पैनल चर्चा का संचालन किया गया। इस चर्चा में डॉ कुमार कृष्ण, सीटीओ, नासा, यूएसए; श्री नवरत्न अग्रवाल, अध्यक्ष, बीकानेरवाला स्वीट्स; श्री नीरज कुमार, निदेशक, भारत सरकार; डॉ उर्वशी मक्कड़, निदेशक, आईएमएस गाजियाबाद और प्रो (डॉ.) प्रसनजीत कुमार, उप कुलपति, एनआईयू ने भाग लिया। चर्चा में यह बात सामने आई कि भारत वर्तमान में शिक्षा सेवाओं का आयातक है। अगर हम इस स्थिति को बदलना चाहते हैं तो देश को बुनियादी ढांचे, प्रयोगशालाओं, पुस्तकालयों और कार्मिकों के प्रशिक्षण में भारी निवेश करनाहोगा। भारत के लिए यह जरूरी है कि हम अपनी उच्च शिक्षा प्रणाली को अधिक सुव्यवस्थित और कुशल बनाने की दिशा में लगातार काम करें ताकि अधिक से अधिक विदेशी छात्र भारत की तरफ आकर्षित हो सकें और हम शिक्षा सेवा के निर्यातक बन सकें। वर्तमान में हम मुख्य रूप से अपने पड़ोसी देशों से छात्रों को आकर्षित कर रहे हैं,हमें अपने स्रोत देशों में विविधता लानी है। हमारे लिए यह जरूरी है कि हम शिक्षा की वैश्विक मंजिल के रूप में विकसित हों। कार्यक्रम का समापन प्रसिद्ध नृत्यांगना अनु सिन्हा के ग्रूप द्वारा प्रस्तुत सांस्कृतिक कार्यक्रम से हुआ, जिसमें पॉप सिंगर शंकर साहनी व पद्मश्री नलिनी जी ने भी भाग लिया।
