CSE releases new report on tracking and reporting air pollution under the National Clean Air Action Plan (NCAP) at Anil Agarwal Dialogue 2020

The National Clean Air Programme (NCAP) has completed a year, at the end of which 122 non-attainment cities have been asked to reduce particulate pollution by 20-30 per cent by 2024 from 2017 levels – they are expected to achieve an annual reduction of at least 6 per cent per year to meet the target. Says Anumita Roychowdhury, executive director, research and advocacy, CSE: “The cities are expected to immediately begin reporting on their annual progress; but for that, they must know the methods and standard operating procedures for such reporting. How will cities know if their pollution levels are rising or declining? Raising RTI fees in MP – RTI fees and payment-mode should be uniform in complete country

It refers to reports about Madhya Pradesh government raising RTI fees from present rupees 10 to rupees 100 with additional raised fees for filing First Appeals and Second Appeals at rupees 500 and 1000. But RTI fees cannot be more than rupees 50 according to court-verdict. Rather Department of Personnel and Training (DoPT) should notify that RTI fees and payment-mode should be uniform for all states and Competent Authorities. Earlier several Competent Authorities and states had fixed abnormally high RTI fees at rupees 500 according to power given to them under sections 27 and 28 of RTI Act. In 2018, of the new 28 million internally displaced people in 148 countries, 61 per cent were due to disasters. In comparison, 39 per cent were displaced due to conﬂict and violence. Experts believe that by 2050, more than 200 million people will be forced to flee their homes. Despite fewer events in 2019 compared to 2018, 18 per cent more people died in that year

The continuity and intensity of extreme weather events in India in the 2018-19 period has taken even climate scientists and meteorologists by complete surprise, says the latest State of India’s Environment Annual, which was released here today by Rajasthan chief minister Ashok Gehlot. The world witnessed 286 and 228 extreme weather events in 2018 and 2019, respectively. Of these, India recorded 23 in 2018 and nine in 2019. In terms of deaths, 48 per cent of the deaths in Asia due to extreme weather events happened in India. And in 2019, there were more deaths in India even though the number of such events were fewer – 2.038 people died in 2019 due to extreme weather events, compared to 1.396 in 2018.
