A newspaper report says that in Delhi one out of ten road accidents happen in night due to headlight glare that almost blinds driver coming from the opposite direction. The Motor Vehicle Act prohibits use of headlight at night in city driving. But who cares for the driving rules and for that matter the law of the land. गुड़ी पड़वा-नवसंवत्सर-नववर्ष-वर्ष प्रतिपदा चैत्र मास की  शुक्ल प्रतिपदा को गुड़ी पड़वा या नववर्ष का आरम्भ माना गया है। ‘गुड़ी’ का अर्थ होता है विजय पताका । ऐसा माना गया है कि शालिवाहन नामक कुम्हार के पुत्र ने मिट्टी के सैनिकों का निर्माण किया और उनकी एक सेना बनाकर उस पर पानी छिड़ककर उनमें प्राण फूँक दिये। उसमें सेना की सहायता से शक्तिषाली शत्रुओं को पराजित किया। इसी विजय के उपलक्ष्य में प्रतीक रूप में ‘‘षालिवाहन शक’ का प्रारम्भ हुआ। पूरे महाराष्ट्र में बड़े ही उत्साह से गुड़ी पड़वा के रूप में यह पर्व मनाया जाता है। कष्मीरी हिन्दुओं द्वारा नववर्ष के रूप में एक महत्वपूर्ण उत्सव की तरह इसे मनाया जाता है। इसे हिन्दू नव संवत्सर या नव संवत् भी कहते हैं। ऐसी मान्यता है कि भगवान ब्रह्मा ने इसी दिन सृष्टि की रचना प्रारम्भ की थी। इसी दिन से विक्रम संवत् के नये साल का आरम्भ भी होता है। सिंधी नववर्ष चेटी...
